Tariff Volatility Is Hardening Supply Chains Into Regional Blocs
US tariff swings have pushed companies from wait-and-see to active mitigation, accelerating nearshoring and a structural shift toward regional sourcing.

Two years of US tariff volatility have done something that decades of academic advocacy for supply chain resilience never quite managed: they have forced multinational companies to actually dismantle the concentrated, single-country sourcing models that COVID disruptions only temporarily shook. According to Genpact's global supply chain leadership, speaking to FreightWaves in February 2026, the shift has moved well past the planning stage — it is now structural, and even a partial rollback of specific tariffs is unlikely to reverse it.
From Optionality to Obligation
For most of the 2010s, supply chain diversification was a boardroom aspiration that lost the argument to procurement efficiency every budget cycle. The economics of supplier consolidation — fewer vendors, higher volumes, lower per-unit costs — were quantifiable and compelling. The cost of concentration risk was diffuse and theoretical.
Tariff volatility destroyed that calculus. When a 25% duty can appear on a major sourcing country with a few weeks' notice, and then be partially suspended, then escalated again, the cost of single-source dependency becomes concrete and visible on the P&L. Tanguy Caillet, Genpact's global supply chain lead, told FreightWaves that most clients were better prepared for the 2025–2026 tariff environment than outside observers expected — because pandemic-era investments in supply chain visibility tools had already built the analytical infrastructure for rapid response. "I was very surprised. We actually sold not one advisory project on tariffs with clients, though we tried."
The Dual and Triple Supplier Strategy
The dominant operational response has been multi-sourcing. Companies are actively eliminating single-source suppliers, building dual and triple supply options for critical components, and treating supplier portfolios more like financial portfolios — with deliberate hedges against country-specific exposure. This applies not just to manufacturing but to logistics routes: bonded warehouses, tariff-friendly trade corridors, and multi-modal routing options are being mapped as standing contingencies rather than emergency measures.
Manufacturing footprint changes are slower and more expensive — factories are not easily relocated — but logistics network redesigns are happening on much shorter timescales. Firms are willing, in many cases, to pay higher transportation costs if the resulting duty reduction justifies it on a total-landed-cost basis.
Nearshoring and the Regional Bloc Logic
At the structural level, the tariff environment has accelerated the emergence of what supply chain analysts are calling regional blocs: clusters of sourcing, manufacturing, and consumption that are more internally integrated and less dependent on long-haul global links. In North America, the USMCA-aligned Mexico–US–Canada manufacturing triangle has deepened, with updated rules of origin requiring 75% regional content for automotive tariff exemptions. In Europe, near-shoring into Central and Eastern European manufacturing bases has absorbed some Asia exposure.
Caillet describes the overall dynamic as a "deglobalization of supply chains" — not an autarkic retreat from trade, but a reconfiguration toward regional supply networks anchored in Africa, Latin America, Europe, and Asia, each with more internal redundancy and less single-corridor dependency. The world's measured globalization level held roughly steady at 25% through 2025, suggesting that trade volumes remain resilient even as trade architecture shifts.
Technology as the Orchestration Layer
Executing multi-sourced, regionally distributed supply chains at scale requires a different class of technology than managing a simple, linear supplier chain. Caillet emphasised that AI effectiveness in this context depends on foundational infrastructure: clean data, integrated planning systems, and procurement tooling that can connect external geopolitical signals — tariff changes, supplier risk alerts, port congestion events — with internal production and inventory data in near real time.
He notes that many companies still underestimate how rapidly AI-driven supply chain use cases are proliferating, and warns that organisations that fail to align technology with process redesign risk falling into the large proportion of AI initiatives that deliver no measurable value. "There is no artificial intelligence without process intelligence."
A Credibility Challenge for US Policy Stability
One of the more striking observations from Caillet's analysis is the asymmetry between the speed of damage and the speed of recovery in trade policy credibility. Even if specific US tariffs are reduced or eliminated, the persistent uncertainty about future policy direction has led many global firms to hesitate before reverting to pre-tariff sourcing models. The volatility itself has become the risk factor — independent of the prevailing duty level at any given moment.
This has practical implications for trade lane demand. If companies are permanently maintaining hedged sourcing configurations rather than reverting to single-origin strategies, the volume on long-haul lanes will remain structurally lower than pre-2018 models would have predicted — even if tariff rates normalise. Ocean carriers and 3PLs that anchored commercial forecasts to a return to pre-tariff volume patterns on Asia–North America lanes have already had to revise those expectations downward, with several large forwarders adjusting their contracted capacity positions for 2026 accordingly.
Visibility as Supply Chain Infrastructure
For logistics platforms, the regional supply chain reset creates both a challenge and an opportunity. Diversified, multi-modal, multi-region supply chains generate far more tracking events, carrier handoffs, and exception scenarios than concentrated single-lane networks. The value of a platform that can normalise that complexity — consolidating ocean, air, rail, and inland milestones across a fragmented carrier mix, flagging deviations against committed delivery windows, and providing a consistent operational picture regardless of routing — becomes proportionally greater as supply chain architectures become more distributed and resilient by design.
